I picked scar because he killed his (amazing) older brother because of jealousy. Well Scar is pretty evil, but when I did my vote first I chose Frollo because Frollo starts a genocide, killed an innocent person, murdered a mother of a deformed child (Quasimodo) and then tried to kill the baby (thank goodness for that priest), and the baby that he was forced to adopt he locked in a bell tower for like 20 years. The thing is, unlike other Disney villains, Scar was very sneaky. He completely manipulated Simba into thinking that it was his fault that Mufasa died. He killed his own brother so he could take over the throne, then lied to the other lions, saying that both Mufasa and Simba were dead, when Simba was still alive. He tricked the hyenas into helping him, when really he didnt care about them. Even when he was practically defeated, he wouldnt give up. He still lied to Simba, still playing his little game with him. Scar didnt care about anyone but himself, all he wanted was the throne. He even went as far as murdering his own BROTHER. Scar was truly evil and hands down the best villain Disney has ever created.

Yeah Scar wanted to kill his own nephew Simba, after murdering his own brother Mufasa. He and Simba battled towards the end of the movie and at the end of the battle Simba defeats Scar by pushing him off the cliff but he manages to survive but because he turned his back on the hyenas by calling them the "enemy", Scar would be eaten to death by his own allies. He even wanted to eat Zazu in the beginning of the movie.

OK, Scar is more evil than Frollo. While Frollo is second, he accidently killed the women because he thought she was stealing. Then, he tries to kill what looks like a monster. So does his evil for religious beliefs. Scar however, kills his own brother and tries to kill his nephew multiple times, just so he can have power. In short, Scar's deeds are dirtier and have a darker purpose. - CDShark
