I have to say hardly ANYONE is stronger than Bill!I mean I might not be a Gravity Falls fan (one of my friends is the biggest one ever though) although I have seen a couple of episodes (thanks to my friend) and I will definitely will say he's probably like as powerful as it gets! I mean he has all the power Thanos has (with the gauntlet) but unlike Thanos he can't be killed by any weapon or even destroyed by someone like Beerus when he uses his mind, however he could still be destroyed by one of his destructo blasts. From what I can remember Bill Cipher has the ability to summon anything, or alter those summoned, other inanimate objects, or himself to any degree he wishes.. He can really do anything if a deal is struck which is signified by a shaking of hands with one other, from straight up mind control (the original being's consciousness kicked out of them), to altering reality itself.
